'The New Academic Structure for Senior Secondary Education and Higher Education — Action Plan for Investing in the Future of Hong Kong' report is released. The new '334' academic structure is to be introduced in the 2009-10 school year to give students more effective preparation for further education and work.
25 Mr Donald Tsang tenders his resignation as the Chief Secretary for Administration to stand as a candidate in the election of the Chief Executive.

The Legislative Council passes the Chief Executive Election (Amendment) (Term of Office of the Chief Executive) Bill, which provides that a Chief Executive who is returned in a by-election shall serve the remainder of the term of his predecessor.
