Education accounts for more than 20 per cent of the Government's recurrent annual spending – the biggest share of the budget. Great efforts are made to enhance the education system and 2009 witnessed the launch of the "3-3-4" new academic structure, which includes three years each of junior and senior secondary education, followed by four years of university education, to cater for students' varied needs and meet the challenges of a knowledge-based society.
