It is the Government's policy to create an environment that is conducive to the freedom of expression and artistic creation to encourage free participation in all aspects of cultural life.

Committees

Four committees were established in 2004 to advise the Secretary for Home Affairs on policies and strategies in the development of arts and culture: the Committee on Performing Arts, Committee on Museums, Committee on Libraries and Advisory Committee on Cantonese Opera. The former three committees will formulate strategies and plans for the development of cultural facilities and services, based on the policy recommendations of the Culture and Heritage Commission.

Apart from fostering community support and partnership with different sectors, the committees will also seek to enhance public interest and understanding in the performing arts, visual arts and literary arts.

The Advisory Committee on Cantonese Opera will advise the Secretary for Home Affairs on the promotion, preservation, study and further development of Cantonese Opera in Hong Kong.
