3	The Chief Executive's Council of International Advisers holds its seventh meeting in Hong Kong and Guangzhou for two days.
10	The Electoral Affairs Commission makes public its Interim Report on the 2004 Legislative Council Election submitted to the Chief Executive. The Government announces the three short-listed developers for the 40-hectare West Kowloon Cultural District. The three contenders are World City Culture Park Limited, Sunny Development Limited and Dynamic Star International Limited.
15	The Guangdong Public Security Bureau, Hong Kong Police Force, and Macao Police Force hold the first tripartite counter-terrorism exercise.
17	The Chief Executive arrives in Santiago, Chile to attend the 12th Asia-Pacific Economic Cooperation Economic Leaders' Meeting on November 20 and 21.
22	The Economic Development and Labour Bureau releases a consultation document on the partial privatisation of the Airport Authority, setting out 21 preliminary proposals for public comment.
